Klopp's Brilliance in a Sham Era: Liverpool's Integrity vs Man City's Deceit

Klopp Top of the Lot
If any single person's reputation increases tenfold from the statement issued by the Premier League regarding Man City, then it's Jürgen Klopp.
The now 59-year-old German national team manager was Pep Guardiola's main foe during his tenure in English football. Liverpool vs Man City became somewhat English football's answer to El Classico, such was the competitive nature of the two sets of clubs and managers.
🚨 Jürgen Klopp on Manchester City verdict: “I can only wait and see. I have big respect for Guardiola and City's style of football; they played fantastic and were a top class opponent for us”.

In an era where Liverpool were constantly transparent about their sell-to-buy policy, it appears Man City during an extended timeframe have so to speak "cooked the books".
In the Independent Commission's findings via the Premier League's official statement on Tuesday, the word "sham" was used a staggering eight times throughout. I am unsure as to whether there has been another statement towards a club from the league itself which has been more condemning.
The real question is how the hell did Jürgen Klopp manage to compete with a club who since the 09/10 season, consistently artificially inflated their revenues and reduced their costs, resulting in a distortion exceeding £900m.
It is arguably the most remarkable feat in football.
99, 97, 92 points without cheating.

What Could Have Been...
If city doesn’t exist Klopp would have an invincible, centurion, CL season on his resume. People aren’t mad enough at city

This is a man who already has the adoration of Liverpool fans worldwide and that is something that even an excessive trophy haul cannot buy.
But had it not have been for Man City, could we potentially have seen a world where Klopp was at most a three-time Premier League champion and the only coach to have conducted a centurion, invincible campaign.
He used to be mocked for failing to win more Premier League titles. Are the same people laughing now?
Are you content with our once proud league, the supposed "best league in the world", being dominated by a club who fooled everyone the entire time?
Certain individuals won't call it out for what it is and that's fraud.
There could be serious implications for individuals at Man City from the FA, new regulator or even legal authorities.

Fraud Act 2006 states that dishonestly making a false representation (such as false financial accounts) with the intention of making a gain or avoiding a loss…
What Will the Sanctions be?
There has been lots of speculation surrounding possible punishments as you'd expect and plenty with reference to the eight point deduction Everton faced a few years prior for breaking the leagues PSR.
What possible sanctions could Manchester City face after being found guilty of all charges related to serious breaches of Premier League financial rules by an independent commission?

Manchester City intend to appeal the decision. pic.twitter.com/WhD6oPX2OB
I won't bother adding to the discourse, however...
I sincerely hope whatever the sanctions may be, that the physical damage is as painful as the mental scarring Klopp and that group of players must have faced on multiple occassions.
On a positive note, I suspect football history will look back very kindly on the job Klopp did at Liverpool.
