Leeds United have been linked with a return move for Phillips in every window since his £50 million departure back in the summer of 2022.
The move to Leeds looks unlikely, with the club only looking for a loan deal, while Manchester City wants to offload him permanently.
However, a return to Elland Road could be revisited in the summer.
Wolves look like the most likely destination if Phillips is to depart, but they face competition from Burnley. Everton is also keeping an eye on the situation.

The Yorkshire Pirlo, as he was once called, has struggled ever since he left Elland Road, with failed loan moves to both West Ham and Ipswich.
Of course, he did what every player over in England dreams of, lifting that Premier League title alongside the FA Cup and the Champions League.
He's played just seven minutes of football this season for City, and with it being a World Cup year, he will be desperate for more minutes in the slightest chance of a call-up.
