Liverpool had already reached an agreement with Saint-Étienne for N'Guessan, but his immediate destination remained uncertain as the Reds looked for a Ligue 1 club willing to take the youngster on loan.
A deal worth €7.5million (£6.5million) has reportedly been agreed between Liverpool and the French side, with the France Under-20 international having undergone a medical ahead of the move.
N'Guessan only celebrated his 18th birthday on Sunday, having already broken into Saint-Étienne's senior side despite his young age.
The forward has made 13 senior appearances for the French side, scoring once, having progressed through their academy and represented France at multiple youth levels.
A move to Brest would provide the youngster with more opportunities to gain first-team experience in France, rather than immediately making the significant step up to one of the Premier League's biggest clubs.
Brest have also been looking to bolster their attacking options following the departure of Romain Del Castillo, who joined Spanish side Osasuna earlier in the transfer window.
Liverpool's decision to loan N'Guessan back to Ligue 1 could also prove important for his eventual move to England, as the youngster needs to accumulate the necessary points to qualify for a UK work permit.
The proposed move therefore appears to offer a short-term solution for all parties, with Liverpool securing one of France's exciting young prospects while N'Guessan is given further opportunities for senior football before linking up with the Reds in the future.
